Would like to convert from PDF to Tiff format in command line interface. I want to pass menu key selections from a bat file to automate my conversion process.

I don't think KIP can convert from PDF to Tiff and with command line support. I've checked the official website, but there is nothing mentioned about the command lines or TIFF files which means they're probably not supported.
However, I've seen on a KIP related forum, that there are ways to convert to PDF while keeping the same quality and settings.
We are using our KIP 7170 to scan paper drawings to PDF for archival. We are using a KIP Request mailbox to capture the scan, but we cannot figure out how to copy or move the PDF file out of the mailbox and to our PC. I'm sure we are missing something, but there is no Help within the software.

The only thing I have found is about the device. The manufacturer, linked a user guide on the Legacy page in the Downloads area. You can download that manual using the link posted below.
Secondly, you should use the new applications because KIP Request is old and unsupported. They have new apps for this kind of operation.
I currently use KIP Request to print my house plans to PDF for my clients. I have a client that has the ability to make minor changes to PDF files; however, she can't edit the PDF files generated by KIP. She says they appear to be an image. Is there a way for me to make it a "readable" file instead of just an image?

You will need an OCR application to be able to make editable PDF files. Images saved on PDFs can't be edited and placed back. The content is static. However, plans should be saved as another format to make them editable (eg. AutoCAD). For everything else, simply use OCR and then export to PDF format. Browse the database of Software Informer to find applications from this category.
